1. Introduction:

The position will be funded under the development cooperation project “Promoting Decent Work for Syrians under Temporary Protection and Turkish Citizens” funded by the Federal Government of Germany through the KfW. The project promotes access to formal jobs and businesses of Syrians under Temporary Protection and Turkish citizens and focuses on investment in skills, improved service delivery and transition to formality.

The project builds on ILO interventions on the Syrian refugee crisis in Turkey since 2016, promoting comprehensive short- and medium-term employment-rich measures to be implemented within the framework of Turkey’s overall response and the Regional Refugee and Resilience Plan (3RP).

The project is financed by the Federal Republic of Germany through the KfW Development Bank and implemented by the ILO Office for Turkey in coordination with the Ministry of Labour and Social Security. It is implemented in 13 provinces, Adana, Ankara, Aydın, Bursa, Denizli, Gaziantep, İstanbul, İzmir, Kayseri, Kocaeli, Manisa, Mersin and Şanlıurfa.

2. Reporting lines:

The Communications Consultant will report to the Project Manager in close collaboration with the Communication Officer

3. Main duties and responsibilities:

Under the direct supervision of the Project Manager and under the overall supervision of the Director of the ILO Office for Turkey, the Communications Consultant will assist with the following communication related activities:

➢ Provide coordination support to the development of project’s advocacy materials

  • Identify news, storylines and achievements within the project for online and print publications
  • Draft press releases, articles, key messages, talking points, and other advocacy materials
  • Coordinate the publication of materials for final approval, maintain relationships with printers/publishers
  • Provide support to advocacy efforts, campaigns, and events by organizing press conferences, interviews, opening ceremonies, certificate distribution ceremonies, briefing sessions, webinars and other publicity events and providing inputs to briefing materials and press releases
  • Provide support to track, monitor and report outreach activities of the project.
  • Maintain database of reference materials, photos and digital assets
  • Follow guidelines from ILO’s DCOMM and those specific to ILO Office for Turkey
  • Maintain and update database of relevant press in country
  • Respond to requests for information and arrange interviews.
  • Contribute to the office-wide communication campaigns and activities
  • Provide support on special web/digital/media projects undertaken by the ILO.

➢ Provide support and undertake the project’s and when necessary the ILO Office for Turkey’s social media presence and website

  • Identify news, stories and provide input to the development of content for the ILO’s website and social media channels both in the refugee response and other fields ILO implements actions
  • Update the website and social media channels, ensure consistency in branding
  • Research, compile and produce analytics and reports on media monitoring, databases, systems (such as Adestra) relevant to the ILO’s digital presence.
  • Bimonthly newsletter preparation and dissemination through digital channels
  • Keep up to date with the recent national and global developments in the refugee response field
  • Provide inputs to talking points

➢ Facilitate knowledge sharing

  • Support in providing inputs on communication materials and reporting to the impact assessments as well as project reports
  • Writing and editing project informative materials including briefing notes, reports and activity reports
  • Liaise closely with other communication officers within the Office, especially under the ILO Refugee Response Programme with a view to support the overall visibility of the Programme.

  • Perform any other relevant tasks assigned by the supervisor

4. Key performance indicators

  • Timely inputs to communication and advocacy materials
  • Timely organization of briefings, ceremonies and other events
  • Timely provision of relevant background information
  • Accurately edited and well written contents
  • Timely delivery of high-quality communication and advocacy materials
  • Web pages are regularly maintained, updated with relevant content
  • Accurately selection of visual materials

The Communications Consultant will provide services for 100 working days spread over the agreed contract period, with drafts and final deliverables submitted to the ILO based on key responsibilities stated above. All documents produced by the consultant will be reviewed and approved by the Project Manager.

The Communications Consultant will meet project officials and join meetings with ILO and visit the project field and/or Ankara whenever required or requested.

The Project Manager in close collaboration with the Communications Officer (for as long as possible) will guide the activities of the Communications Consultant. This will include providing necessary documents for review, assist in setting up meetings with key focal points on communication among the relevant stakeholders.

5. Payment

Daily fee of the external collaborator will be 1400 TL/day.

6. Qualification requirements:

Education

  • First level university degree in communication, journalism, international relations, political science, social science or any other related field.

Experience

  • At least two years of professional experience in policy advocacy, communication, organization and implementation of awareness raising campaigns, writing news stories

Specific professional experience and competencies

  • Experience in writing, design, digital communication and maintenance of websites
  • Experience in production of information materials (online print, audio-visual, etc.)
  • Experience in visibility and communications for United Nations
  • Experience in working with vulnerable groups and/or refugees will be an asset
  • Experience in photography, videography and multimedia journalism will be strong assets
  • Ability to create, edit and present information in clear and presentable formats, using appropriate IT functionality
  • Strong event planning skills
  • Strong knowledge of social media and communication strategies and methods
  • Ability to identify relevant events and stories and communicate them to relevant audiences
  • Strong multimedia skills
  • Ability to adapt message to culturally diverse audiences.
  • Knowledge of the ILO’s mandate and its programme of activities as well as social partners and actors in the sector
  • Good analytical skills
  • Ability to work on own initiative as well as a member of a team

Languages

  • Excellent command of English and Turkish (oral and written)
